proprietary-open: Add BLE enabled WL128x firmware

WL128x PG2.0 firmware didn't have BLE enabled. This COM7 PG2.0 module found on
most OMAP4 Tablet2 & Blaze does have LE capability in controller which wasn't
enabled.
The host stack BlueTI has BLE enabled and so does the framework, Settings.apk
support scanning/pairing with LE devices.

proprietary-open: remove ti-wpan-fw installation

Since the device/ti/proprietary-open wpan.tgz firmware contains firmware for
connectivity chipsets on all omap4/omap5 based boards. The rule shall be moved
to a more generic hardware/ti/wpan/ti-wpan-products.mk

SGX prebuilt binaries: Untar to and copy from intermediate directories.

This will untar SGX prebuilt binaries to an intermediate directory and
install them in the Android filesystem without polluting the git tree
with untracked files.

SGX-BIN: SGX Driver (1.8@869593) with CPCAM support

This SGX binary package has all necessary CPCAM
patches included. A new README.SGX is now located
in device/ti/proprietary-open/omap4 with the commit
id and branch that these binaries were built from.
The SGX kernel side source has now moved to
sgx_src/eurasia_km.tgz.

Move subdir include to top of Android.mk

Having the Android.mk inclusion at the bottom of the Android.mk is
causing it to be ignored, which meand SGX/wlan/etc are no longer
installed.  Moving it to the top makes it work, and the subsequent
ducati definition works as well.

This patch moves the ducati installation logic into the top-level
Android.mk for proprietary-open, and generalizes the procedure so that
new devices can be added easily.  Benefis include:

* Unpacking into an intermediate location

* Only unpacked if enabled for a specific device

* All devices can use the same PRODUCT_PACKAGE definition

* User-defined ducati TGZ location
