ti_config_fragments/connectivity.cfg: Enable USB_OTG and switch to EXTCON_USB_GPIO
We support dual-role via CONFIG_USB_OTG so enable it.
Switch from EXTCON_GPIO to EXTCON_USB_GPIO as we've moved
to using the new driver for USB.
