Define conditional with AM_CONDITIONAL before its use.

  Usage of Conditionals describes that a conditional
  must be defined before it is used in configure.ac
  using the macro AM_CONDITIONAL.
  This commit fixes ./configure step when --enable-test is
  undefined.
