C64T: use common C6x compiler opts
The compiler options IPC throws for the C64T target should
be the same as other C6x targets; there's no need for them
to be different.
Note that these C64T-specific flags were introduced in
8f8201d89c330e1776645b572b9151ea9b5e99ce.
This commit reverts that.
