 - edma LLD does not support makefile setup for OMAPL137. Using the
   libraries from OMAPL138 as quick solution. May need to add OMAPL137
   specific makefiles and libraries in long-term.

edma3: k2: update the main makefile to build bios/user space libs

If build option is TOOLCHAIN_a15=GCC, the makefile will use Linaro's
toolchain to build Linux user space libs, otherwise it will use TI GCC
compiler to build RTOS libs.
