Added set environment varible to build batch file

To access edma as xdc module requires xdc interfaces to be built
This requires some environment variables to be set.
This was done in jenkins build, its moved to build script in git.

A15 build error fixed for new bios version

--generationOnly Only generates cfg.c file from application cfg file
It should be built seperately.
Without this option the generated file is built as part of configuro
which can be linked directly
No need for target to build the cfg.c file

Added support for MAKERULEDIR

 - When EDMA3 LLD is built using external makerules, this is required
   inorder to provide exact control over the makerule file path
 - Without this, earlier we are assuming the files are present in
   $(ROOTDIR)/makerule folder which may not be true with other external
   package builds
 - The change is backward compatibile as we check for null before using
   MAKERULEDIR

Put Global variables in libs to .fardata section

Global and static variables are placed in .fardata:.edma3Globals section
This change is only for the libs compiled with C6000 compiler
makefile variable -DBUILD_C6XDSP defined in rules.mk files
for 66, 64t, 64p, 674 which used C6000 Compiler.
