nandwriter: add new input parameter to skip bad nand blocks

The new parameter is introduced due to an RBL bug in k2l and k2e
devices that EMIF16 NAND boot can only boot an image burnt in
countinuous good nand blocks.

Project to include GIT repos for RTOS components including user mode CSL & NetCP LLDs (CPPI/QMSS/PA/RM), PDK components (NWAL/PKTLIB) and Transport Net Lib components (NetAPI/HPLIB) - Various tools enabled for legacy K2/K1 SOCs. This includes bootloader, flashwriter, post, program-evm etc. for other SOCs support available in SBL.
