back out cache op better in burst send
burst send now sends pkts not requiring any netcp offload

Project to include GIT repos for RTOS components including user mode CSL & NetCP LLDs (CPPI/QMSS/PA/RM), PDK components (NWAL/PKTLIB) and Transport Net Lib components (NetAPI/HPLIB) - NETAPI provides user space interface to device transport resources.
