The crash happens when the PCIe examples calls UART_printf()

The cause of this crash is because uart_handle inside UART_stdio.uart_handle is null
The reason uart_handle is null is because uart_open returns null
uart_open returns null because

UART_osalRegisterInterrupt(&interruptRegParams,&(object->hwi)); returns null in
object->hwi

osalRegisterInterrupt returns null because EventCombinerP_GroupRegisterInt(hwAttrs.ECM_intNum)
fails to register for interrupt #7.

The reason is because BIOS has already registered for interrupt #7
because of the line ECM.eventGroupHwiNum[0] = 7; in the CFG file.
