PRSDK-4286: Updates pdkAppImageCreate script for K3 imagegen name change

in the SBL repo adds support to build for J7. As part of this, the image
generation script has been made common across am65x and j7

The name of the script has been changed to K3ImageGen. pdkAppImageCreate
calls the ImageGen scripts, so these have been updated to reflect this
name change.

PRSDK-4630: Fixes windows build issue caused by incorrect PATH

The packages/Rules.make redefines PATH to C:/Windows/System32

This is completely incorrect, as it ssumes that windows is installed
in c:/windows, and will cause builds to fail.

Also, that path variable is modified incorreclty in both Rules.make and
pdksetupenv.sh - the SDK paths are added after the PATH variable. So,
if a user already has some other tools, like a different version of
gmake installed, the build will pick up the users version of gmake,
rather than the one inside the PRSDK. This can lead to issues in teh
build.

This patch updates Rules.make to use the PATH from the windows env and
also corrects the order in which folders are added to the PATH variable.

It also corrects the separators used in PATH - is uses ";" as the
default separator and updates it to use ":" as the separator if the OS
is not windows.

The directory separator "/" is changed to  "\" for windows. While "/" or
"\" work with make on windows, using "/" in the PATH variable can be a
bit dicey.
